Libya has been in a state of civil war and political chaos since the 2011 revolution that overthrew Muammar Gaddafi. The country is divided between rival governments and militias. Kidnapping of foreigners for ransom is common. Terrorism threats from ISIS and other groups remain high. Consular assistance is extremely limited or impossible - most embassies are closed. Visa Requirements for Libya
IMPORTANT: This information is for reference only. DO NOT ATTEMPT TO TRAVEL TO LIBYA without exceptional circumstances and professional security arrangements. Libya requires visas for all foreign nationals except citizens of some Arab countries. The visa system is complex, inconsistent, and difficult to navigate due to political chaos. Visas must be obtained through Libyan embassies or consulates before travel, requiring sponsorship/invitation from Libyan entity. Letter of invitation is mandatory for all visa types. Processing is unpredictable and can take weeks or months. Visa on arrival does not exist. Entry points are limited - main international airport in Tripoli operates sporadically. Land borders are dangerous and often closed. Israeli passport holders or anyone with evidence of Israel travel are denied entry. Even with valid visa, entry can be refused arbitrarily. Most Libyan embassies have reduced services or closed due to conflict. Normal tourism visas are effectively unavailable - only business/work visas with strong local sponsorship are issued.
